The media coverage of the activities of former anti-corruption boss turned whistleblower Fahmi Shabaneh in the Palestinian Authority has once again highlighted elitist greed and corruption that is prevalent among the money handlers of the West Bank.

Salam Fayyad and Hillary Clinton struggling to find a way to force Israel to peace.

The Palestinian Authority has over the past decade established itself as one of the major cleptocracies of the Middle East region embezzling state funds in increasingly more inventive ways. The caretaker Prime Minister Salam Fayyad, schooled in the USA and once a World Bank economist, has a role that can be likened to a polished veneer hiding the rotten woodwork underneath. He tries his best to give the impression of transparency and efficiency. In the coming shakeup in the Palestinian government Fayyad will do the obligatory cabinet reshuffling. But the only thing he can do in tackling malignant corruption is to remove the worst of the tumours.

During his latter years chief thief Yassir Arafat siphoned off funds as if he were dismantling and stealing a full petrol tank from his associate’s Mercedes Benz. In 2002 the figure for the official PA’s monthly salary expenditure for security and non-security employees was supposedly 60 million US dollars. The Israeli Defence Force captured documents which showed that only 40 million dollars were actually spent on salaries. The rest of the money was not accounted for and found its way laundered and made to fit the tailored trouser pockets of Arafat and his cronies.

In addition, the PA controlled 27 million dollars a month apart from public budgets coming from a variety of lucrative sources including: mandatory membership dues in Fatah, profits from manipulating currency exchange rates, revenues and taxes from PA-controlled monopolies for fuel and tobacco. There were also payrolls for terrorists posing as official employees. In the early 2000s public audits didn’t exist, neither internal nor by the donor community or the International Monetary Fund. In an attempt to quantify global donations to poor and needy Palestinian Arabs living in Judea, Samaria and Gaza, a December 2004 World Bank Report indicated that “55% of those who receive emergency assistance are not needy”.

When Mahmoud Abbas, long the number two henchman in Arafat’s cleptocratic oligarchy, took over the “Bank” in 2005 he promoted an image of a non-descript and businesslike leader who engaged the West in a renewed spree of giving and forgiving. The Abbas way of doing things was in sharp contrast to Arafat’s barely disguised reign of terror and deceit. But PA-payrolls for ghost employees continued. Likewise, bloated payrolls for people who had jobs, but did no productive work. The average stone-throwing Palestinian became ever more dependent on the United Nations Relief And Works Administration, a refugee agency supposedly devoted to their welfare, but which covertly supports terrorism and militancy. And just as corrupt as the PA itself.

Having destroyed their economy by choosing war over peace time and time again empty-handed Palestinians still turn to the world, pleading for assistance in a state-run mendicancy. The welfare mentality of the international community resulted in the PA receiving more money per capita than any other political entity on earth. In the boardroom of the “West Bank” one could find the exploiters with their numbered bank accounts just waiting for the coffers to be filled. In 2006 the “Gaza branch” isolated itself from an international community eager to help by voting for Hamas – with one major exception though. Naïve Norwegian leftist politicians were, however, super-quick to recognise the legitimacy of the new mini-cleptocracy in the shape of Ismail Haniyeh’s new “judenrein” Gaza. Norway, through the willing participation of Foreign Minister Stoere, now leads a group of donor countries for Gaza and brims with pride in being the first country in 2010 to transfer funds – over 40 million dollars played straight into the bloody hands of the extremist anti-Semitic and anti-Zionist terrorist organisation Hamas.

Large sums transferred to the West Bank by Norway and other European countries have for years been diverted for illicit purposes that go to the running of rocket and mortar factories, and stipends to “fighting brothers” from the PA. We’re talking millions and even billions of US dollars. A plethora of administrative and financial corruption schemes are waiting to be unearthed. A drop-in-the-bucket example shows that 4 million dollars in PA funds were made to a pipe factory that existed only on paper. The Western world is subsidising terrorists to destroy the only beacon of hope in the Middle East, Israel, while servicing the global war on terror. This must be the mother-in-law of all paradoxes.

Rewarding Palestinian dysfunctional rule while bullying Israel knows no historical parallel. The Palestinians cannot run a state — certainly not one that Hamas would not promptly take over — nor do they aspire to do so. Fatah prefers the present cleptocracy to a state. The fluid situation of statelessness allows Palestinians to continue attacking Israel without being held responsible, as would a state, and to remain the world’s favourite mendicants.

This is the words of US Secretary of State Hillary Rodham Clinton on Monday. In the face of Arab and Palestinian criticism, she back-pedalled slightly on the rousing endorsement she gave Prime Minister Binyamin Netanyahu’s settlement policy during her brief trip to Israel on Saturday.

Speaking to reporters in Morocco, she said:
«The Obama administration’s position on settlements is clear, unequivocal and it has not changed. As the president has said on many occasions, the United States does not accept the legitimacy of continued Israeli settlements», Clinton said.

She and US special envoy George Mitchell both visited Israel this weekend in hopes of jump-starting the stalled Israeli Palestinian peace talks, but left without any public evidence of progress.

The Prime Minister’s office refused to comment on Monday’s meeting.

Netanyahu has agreed to sit down with the Palestinians without any preconditions, while Abbas has insisted that Israel must halt construction in the settlements before he will talk about peace with the Israelis.

My comment:

Its always comfortable to agree with the last person you have spoken too. When Hillary Clinton is in Israel she will tell what the Jews would like to hear. But the very next day, when she meet Muslims, she gave them the message their wanted to hear.

This makes it impossible to believe what Hillary Clinton really mean. I guess: Just like Obama, she just wants to become popular everywhere.

Put in the Middle East thats not possible, When both Jews and Muslims claims the same land: One of them is right, and the other is wrong.

When Hillary Clinton raises question about the «legitimacy of settlements» she hits the very heart of Zionism. He basically accuses God of the Bible of being a liar.

She also tells the World that the US have already made up her mind. There is basically nothing to negotiate about. Clinton could have said: «Both sides needs to discuss the legitimacy of the settlements». Hillary Clinton did not say that.

That is a very dangerous stand by the US Government, that might cost the American people their blessings that have come their way by earlier standing with Israel against the lies of Islam.

Arab Palestinians rebuff Clinton bid to relaunch peace talks

The Palestinian Authority on Saturday rejected a proposal by U.S. Secretary of State Hillary Rodham Clinton.

The chief Palestinian negotiator Saeb Erakat confirmed that the PA has rejected a US proposal for renewal of peace negotiations with Israel.

Clinton’s proposal was for the final-status talks to be relaunched on the basis of understandings over West Bank settlement construction reached between U.S. President Barack Obama’s special envoy, George Mitchell, and the Israeli government.

At a news conference after the meeting, Abbas said he told Clinton there would be no new negotiations unless Israel froze settlement building, Israel Radio reported.
Abbas added that Israel was crossing red lines in its recent suppression of disturbances on the Temple Mount in Jerusalem, according to the report.

Ahead of the meeting, Erakat said that settlement building, which the Palestinians want Israel to halt completely, was the key to renewing peace negotiations, and that there were still differences between the two sides.

Over the course of the summer, Obama had hoped for a fast track to renewed peace negotiations. But Clinton reported to him on Oct. 22 that neither side had taken sufficient steps toward resuming the dialogue.

Clinton arrived in Abu Dhabi early Saturday after a three-day visit to Pakistan. She later shuttled to Israel for a meeting with Prime Minister Benjamin Netanyahu. In her report to the president in October, Clinton indicated that the Palestinians had strengthened security efforts and reforms of government institutions, but needed to do more to prevent terrorism and stop those who carry out or encourage attacks on Israel.

My comment:

The PLO Chairman Mahmoud Abbas can simply not agree to restart the peace negotiations. Simply because He him self did radicalize his own organization during the Bethlehem convention earlier this autumn.

If Abbas agree to the US proposal, Hamas will win the up coming election in the Arab occupied parts of Judea and Samaria.

What do the Arab wants?

The Islamic leaders of the Arab Palestinians wants Israel wiped off the map. Thats is the true agenda. All the talk of «peace negotiations» is just a part of a broader plan to get rid of the Jewish nation.

Egyptian newspaper al-Mesryoon says former Israeli media tycoon has submitted another offer to purchase television network from Qatari emir through Egyptian mediator.

Former Israeli billionaire Haim Saban is holding negotiations for the purchase of 50 per cent of the al-Jazeera television network from the Qatari government, Egyptian newspaper al-Mesryoon reported Wednesday. The negotiations are said to be conducted through an Egyptian mediator.

According to the report, the television network is experiencing financial trouble despite its immense popularity. This is the second time Saban is negotiating with the Qatari emir.

The media tycoon visited Qatar in 2003 together with former US President Bill Clinton, as part of a conference aimed at promoting peace in the Middle East.

Saban backed out of the same negotiations in the past without offering any explanation. His new offer was submitted recently through an Egyptian businessman.

In addition to the Saban Group’s media activity, and its stakes in Israeli communications company Bezeq, Saban used to be a musician and has a dual Istaeli-American citizenship. He was born in Alexandria, Egypt in 1944, and immigrated to Israel in 1956.

My comment:

I have to admit that the Islamic movement have a great spokesperson in the Global Arabic TV-network Al Jazeera.

The Government of Israel have earlier been debating if Israel should follow suit, to get the messages from Jerusalem and the people of Israel out to all nations.

I feel that media should not be controlled by any government, because the news looses its credibility.

If a friends of Israel is able to buy a controlling stake in Al Jazeera, it will be a brilliant move. The result will be more balanced coverage of the Middle East, on an established Arabic news channel.  Even among moderate Arabic viewers, there is a concern that a TV-network like Al Jazeera only will spread comments and news from a Radical Islamic viewpoint.
