From what I understand, the agreement that founded the nation of Israel also provided for a Palestinian state. When they agreed to receive the charter from the U.N., they also implicitly (part of the same deal) agreed to a two state solution. The Arabs refused the offer but I’m not sure (under International Law rules) if that offer is still ‘on the table’ officially. I do know that Israel agreed to it under duress but that was part of the deal.

Yes, and the “two-state solution” is Israel and the Kingdom of Jordan. When the UN voted, there was no PLO and Hamas. No Islamic State. No Islamic Jihad. No Boko Haram. No Taliban, etc.
